What would you do as the Authority having jurisdiction "AHJ" if you had a 144 unit (divided into 6 separate buildings) multi-family planned unit development built in 1985 and a fire occurred in one of the buildings causing 3 units to be totally destroyed and 3 others needing only removal of drywall and insulation replacement. Would you make that one building comply with currently adopted code standards for reconstruction? Since this building had 24 units total, we decided that requiring the entire building to be brought up to current code standards would be extremely burdensom and difficult so we decided to allowed them to rebuild per the code requirements at the time of original construction since it was not a complete building loss. What are your thoughts?

We are interested in hearing from Jurisdictions whose Building permit fees include the subcontractors(no seperate fees)and any discussion from anyone on this methodology
 
Do any jurisdictions reduce the building permit fee for modular/manufactured units that have the "HUD stamp" where no rough-in or framing inspections would be needed?
 
I am having trouble understanding 09 IBC Tab 508.4 which is nearly the same as 06 Tab 503.3.3, at least for my question. Per both tables, no occupancy separation is required between either an F-2 and an S-2 or an F-1 and an S-1 occupancy, however a 1 or 2 hour separation is required between an F-2 and an S-1 occupancy or between an F-1 and an S-2 occupancy.

Could someone please explain the reasoning behind this? It seems counterintuitive to me that a more stringent requirement would be required in the latter case.

Given a new school building, 130,568sqft, type II-B construction.  Architect estimate of $17.5 million.  Construction bid of $14,406,101 which includes $4,213,619 for mechanical and plumbing work and $1,845,219 for electrical and data.
Question:
1.  What valuation would you put on the project for building permit purposes?
2.  Would the valuation for the building permit include Pl, Mech, and Elec. work?
3.  What would be the cost of the building permit for this project?
4.  If you include the P,M,E work in the building permit valuation, do you require separate permits/fees for Plumbing, Mechanical and Electrical?
 
Has anyone had a waste water treatment facility built in their jurisdiction recently?
